In addition to the other comments, I'd say you may be battling 
perception.  Most of your employees probably have 3 mbps or more at home 
and dont have to share it, so they likely sense that their home 
connection is faster.  Tighten up the noose on what is allowed or look 
at other bw options as already mentioned, or perhaps go frac T3 if you 
want to throw money around.
