I apologize for the self promotion here, but Untangle might be a good tool
to help diagnose whether or not you have problem users that are
downloading crap.  Untangle is an open source (GPLv2) network gateway that
runs a bunch of different apps.  There is a web filter app that can block
or monitor web traffic by url, content category (porn, gambling, myspace,
etc.), mime type or file extension.  There is also a protocol control app
that can block or monitor network traffic by the actual protocol and has
signatures for IM, peer-2-peer, games and more.  If you setup Untangle,
turn on these two apps and set them to monitor but not block traffic, you
can figure out which systems are sucking all the bandwidth and then decide
whether or not you have a problem with users downloading crap or just need
to buy more bandwidth.  Either way, the reporting and log files should
help you build your case.
