How about at the next meeting:

Start off with the new appointees running the meeting. It is as good
of a place to start, unless there's an elected #3 listed in the bylaws.

Have a vote on whether to accept Paul's appointments until
the next election.

Follow it with a vote on whether to hold the next election on the
normal cycle, or sooner.

If sooner, hold a vote on whether the next election is held 
A) That night
B) The March meeting
