You could set up a Pligg site with a Digg button for
each story.  I don't know how Digg would react to your
"secret army" of click-throughs coming from one site,
though.  You might be better off telling people to
click through to the original story and then use the
Digg toolbar button to submit.

Here's an interesting JavaScript hack that lets you
show the "digg this" button only to users who actually
use Digg, and the same for the other bookmarking
sites, so that your site doesn't get crowded with
submit buttons:
