No, and no.  They distinguish a third category, which they call
"Virtualization on the OS level", from both of those VM approaches, and
say that OpenVZ, Virtuozzo (proprietary variant of OpenVZ),
Linux-VServer, Solaris Zones, and FreeBSD jail(8) typify that approach.
(I would add:  OpenBSD/NetBSD sysjail.)
