While I won't pretend to have read those articles (looked like a lot
of consipracy theory FUD to me) I will leave you saying that it sounds
to me like someone or some group is trying to make a statement about
something.

Making a statement is a form of communication. Like crackers which
break into systems to demonstrate vulnerabilities that will otherwise
go unpatched, this is probably someone fed up with the refusal to
innovate a better kind of undersea cable, or some other kind of
similar "catch the attention of X group" behavior.

Given that it's the middle-east, I would even suspect terror cells. I
say suspect with the express statement that I have significant doubts.
Terrorists use Internet communication to further their goals (or so
I'm told; I have never been a terrorist) and it seems
counterproductive for them to destroy one of their communications
networks. On the other hand, suppose this is a terror cell or
organization which doesn't use the Internet? As I said, I suspect,
but I can only go that far.

Then again, if I could go further, I probably would be over there
investigating, not in my armchair postulating.

As for the fat-men behind the Government theory, I must refer you to
the recent Popular Mechanics article(1). There isn't a way for this
tide of change to reverse itself without some apocalyptic
repercussions.
