While I wouldn't put much beyond the current administration in Washington,
I'd also suggest reading the discussion on nanog about these cuts.

They're much commoner than you might be led to believe from reading those
articles.

That said, my reaction is similar to Bruce Schneier's -- "What the
hell is going on
here?"
