Firefox (and most other Linux programs) can print to Postscript.
Take the resulting .ps file and convert it with ps2pdf.

Disclaimer: I haven't done this myself, so I don't know if there
are quality issues. But it sounds a lot easier than trying to define
a special virtual printer in CUPS.
