Yes they do, for Katakana, (which is kind'a T9 for Chinese/Japanese,)
but he said he was studying Chinese, which means he needs the full
language support, (which consists of a few tens of K's of
characters-16 bits worth-meaning a lot of keyboard/display/WP/printer
driver problems.)
You are correct, Ubuntu does Katakana well, but MS, recognizing the
size of the market involved, did most of the Asian language
development for Windows in Japan/China, so it is much better
implementation, (but its still not as good as Ubuntu's Indo/European
language implementation.)
