I saw that too. I was trying a few different mirrors, most of them are
too slow. I did find one at

http://gulus.usherbrooke.ca/pub/distro/ubuntu/iso/7.10/

which, relatively speaking, is going at a really fast clip right now.
I do see some jigdo files, but not one for the desktop edition i386.
Others are there.

There are also torrents available there.
