A nice idea, and there is something similar sounding that I've used a
few times on Debian, which is called jigdo-lite. The idea behind that
is similar - you have a number of repositories which each contain some
of the same stuff. The downloader (configured with a file) dowlnoads a
bit at a time, verifies, adds the bits to the iso, goes back and gets
some more (probably from a different mirror), until everything is
complete.
There shouldn't be anything really that different between the ubuntu
delivery system vs. the debian delivery systems - they're pretty much
the same, except for the names & locations of the repositories.
Theoretically, with enough possible repositories, it could resemble
bittorrent.
Unfortunately, I don't know the ubuntu infrastructure that well - my
main system runs Debian Lenny.
