You may have misread the article.  From what I see, 61% of the ICMP
echo requests (type 8, code 0) were not met with any acknowledgment.
The article did not mention immediately how many responded with echo
reply (type 0, code 0) or ICMP redirect or other ICMP acknowledgment
packets...
