It's distro dependant. On Ubuntu Edgy (which is what I happen to
have handy at the moment), there's a variable UTC set in
/etc/default/rcS, which is used during the boot process by
/etc/init.d/hwclock.sh.
For other distros, try something like grep -r -w UTC /etc
and you'll probably pick up the scent.
