That's not really what I was saying, no. I was saying that way over 90%
issues directly from dynamic IPs. The point was that only minor spam
volume goes through ISP smarthosts -- and there are still an immense
number of bandwidth providers neither taking responsibility for their
netblocks' behaviour ror confining outbound SMTP to outbound smarthosts.
