If you're looking for a secure file transfer app for windows, try
winscp[1].  It supports both scp and sftp, and has a two-pane
file-manager-esque GUI for transferring files (plus supports drag and
drop from Explorer).  I use it for transferring files between various
Windows and Linux machines, and I've never had a problem with it.  It's
also GPLed and reuses code from putty.
