Where are you reading that?  It still says:

"For a donation of $399, one XO laptop will be sent to empower a child 
in a developing nation and one will be sent to the child in your life in 
recognition of your contribution."

It appears to be the same deal as before -- give one, get one not-free. 
  Though it looks like $200 of that (the cost of the "give one") is 
tax-deductible (not sure if that was teh case before).  So that supports 
the idea that the other $199 is your purchase price for the "get one."
