[svlug] missing web pages

Contents of job-policy.php was merged into the Jobs listinfo page. 

All contents of other pages related to mailing list policy were merged
into either http://www.svlug.org/policies/list-policy.php or (as
appropriate) the various mailing lists' listinfo pages.  Nothing was
lost or obscured.

The one exception was a convoluted and now irrelevant discussion on
http://www.svlug.org/policies/job-policy.php about multiple changes in
policy over time about jobs postings on the main svlug at lists.svlug.org
mailing list, explaining why it had been changed multiple times.  This
entire thing having become pointless, it was given the heave-ho.

Wording of all the remaining content was greatly tightened by yrs.
truly for brevity and clarity, taking great care not to change any 
substantive content.

A good bit earlier, I added to
http://www.svlug.org/policies/list-policy.php a very terse mention of
OE-Quotefix and Outlook-Quotefix.  This remains.  As this addition was
not a policy change, I made the addition on my own authority.  Ditto the
copyediting and tightening of prose.
