Actually, no, _in practice_ he does not. As Paul found out the hard
way, if he goes off the reservation and starts doing bizarre things that
the volunteers do not support and find highly objectionable, they are
inclined to walk away and leave him to carry out pretty much all of the
operations entirely by himself. It's pretty much the volunteer-world
way of autodarwinating one's self. And most presidents figure it out,
so it's a self-limiting problem.
(As maintainer of the LUG HOWTO, I hear a lot of bizarre LUG-politics
stories from all over.)

See, this proves that the man is still basically a bit out of control.
The point is past dispute, by any rational standard. On the other hand,
I notice he has recently ceased the entirely indefensible silencing of
Darlene Wallach on this and the Volunteers mailing lists -- though he
lacked the good judgement to mention in public, e.g., here, having done
so, let alone admit that he screwed up.
I am left uncertain whether Paul will be willing to apply _only_ the
posted mailing list rules. A "yes" would be a huge step forward.
If the recent practice of inventing and applying arbitrary standards
(e.g., to muzzle critics like Darlene) and not even bothering to mention
the new "rules" on our ground-rules Web pages ceases, then my biggest
problem with Paul's recent El Presidente Grande kick immediately vanishes.
