The initial California filing fee would be $30, then a $20 filing fee
with the Statement of Information every two years. That's for
non-profit incorporation. Then, you do the IRS application for
determination letter and EIN. You file forms 1023 and 8718, plus $500,
and then you wait a long time.

No. We've been through this in utterly exhaustive detail, already.
And, just for once, I'd dearly love to encounter someone with an opinion
on this matter who's actually read IRS Publication 557, and understands
that the process of gaining IRS-recognised tax-exemption is
_completely pointless_ unless your group has gross receipts in
excess of $25,000/year.
