i think the definition was:
	- show up to the svlug meetings 
	- or -
	- sign up for the svlug mailing lists 
	and you're drafed as a "member"

probably be a good thing ..  but not everybody isin the email list

i which case, they better be at the nov meeting to cast their vote,
otherwise they wont be abel to if all incoming email/web ballots
is checked against the various svlug mailing lists

ballot stuffing is a problem ..
	- some folks that uses aol/pacbell/hotmail/gmail etc would
	have the same ip# .. and yet be different people

	- some ballet stuff can create stuff1 at hotmail.com and stuff2 at hotmail.com
	and stuff the ballet to vote for donald-duck for pres
	( very hard to prevent w/o additional info )
