too much burearacy(sp?) but it would be good
	- some things should NOT be left to one person to decide
	for the group as a whole ...

"the board" does need to step in sometimes to make things happen 
- the volunteers list is sorta like an "inactive" board too

	but more importantly.. there should be consequences to
	actions or inactions that is generally acceptable to most
	( excluding flaming and differences of opinions )

board usually watches over what the people/community wants
though it owuld be a slow process ...

	- people decide what they want
	- officers get elected
	- officers goes out to find the new board members
	- boards come onboard and get rid of officers that voted against them :-)
	- start over and try again -)
