Well, you don't seem to have pam support. Googling on the 
package name suggests that it was installed with something
called DirectAdmin <http://www.directadmin.com/>, which 
is a web control panel. You're probably supposed to add 
your users through that panel.

Their website has a forum; that's probably the best place to 
ask more questions.
