PHP is an extremely dynamic language. Not every system has to be or
is as redeployable as the Wiki solutions you're talking about.

My view:
MySQL is a database. It stores data. It can be used so that you
don't have to write PHP scripts that read in data stored in a file and
manually search for data.
SQL is a very dynamic tool as well. I'm not certain what kind of
horrific things you're imagining when I talk, but it must be truely
scary.

I did that once during band class. Mr. A was not happy.

And there's a 99% chance of there ever being anything to look at. If
there's already a lot of work done in MoinMoin, I'm not going to start
making my own solution. If I start to help, it'll be on the MoinMoin
approach.
I'm young, not stupid.

You'd also have the best halloween decoration in the Western United States.
I think the project fiascos you're familiar with are generated by a
genuine phobia of hard work (ie. actual coding, not making pretty UML
diagrams). More code, less viewgraphs. Project status reports can be
obtained from the nightly build server.
