 Have you configure the port 22, 23 in the /etc/services file or in your services of xinetd ?

Hey all, 
 
I have one workstation on our network I want to allow other machines rcp files from. 
 
I thought from looking at the man page for hosts.allow that an entry like the following would do it: 
 
in hosts.allow I put 
 
ALL: ALL 
 
But that didn't work. 
 
As an experiment, I tried a setting I thought would allow at least one machine to rcp files from the workstation. I tried: 
 
ALL: 192.168.0.100 
 
But the rcp command for both of these would time out and say "192.168.0.7: Connection refused". 
 
What is the proper way to allow other machines to rcp from another? 
 
The full test command I tried was: 
 
rcp 192.168.0.7:/home/sevans/footer.tpl .
