Yes and no. Sounds like the system is not even able to start iptables, so then that can't be the reason for your problem...
Don't know what else it could be, sorry...

Did you try tcpdump/iptraf or some other ntework monitor on the server to see if the request actually makes it in and if anything is
sent back out?
