Just grabbed and built mpcut:

Doesn't look very up to date, but it does seem to
do what Marc wants -- for some MP3 files. I get
"Free format not supported" on some, though.
Wikipedia says that MP3 becomes patent-free in 2010
when the Fraunhofer patents expire, but doesn't give
a source.
