I know how that sounds; I thought the same way until I actually tried even
manually cutting the mp3 file as a last resort, and finally threw my hands
in the air and decompressed to PCM, after which I was startled by how
quickly I was then able to do what I wanted. Inevitably, I chose not to
compound the lossiness problem with a re-encode.
