Petition appears to be primarily aimed at getting EU regulatory
authorities to step in and require more-rational behaviour in the PC and
appliance preload market, using the hook of claiming that the Snowden
revelations show that preventing customers from having visibility into
what their devices do heightens the potential for abuse by NSA and
others.

It's a clever if somewhat feeble idea, but as written appears to not
really aimed at this hemisphere except as an afterthought.
