Undoubtedly. I usually resolve that by creating a "dynamic" (or
some such) directory and have that directory owned and, of
course, writable by the user/group that the http server runs as.

AFAIK, you must have a username and password added to
/var/svn/web/conf/passwd. There may be more that needs to be
changed but, if so, it likely needs to be changed to files in
that same directory.

Well, this was all done because (a) svn was quick to set up
(even if incompletely) and (b) I am not familiar with any of the
other VCS's available enough to make an intelligent choice. :-)
I'm all up for another.
