Some people recognise responsibility to clean up their own messes.
Others don't.  

Your recent example resulted in 68 cvs-watcher mails barraging the
entire Web Team from Dec. 3 through Dec. 18.  I figured two weeks, and
68 advisories, were enough, and did the obvious fix.
