[web-team] Fixed (was: modified/unlocked RCS files)

Well, now you know how to _fix_ the problem caused by relying on that
presumably defective script -- or fix any other means of leaving an
RCS-covered file with a lock problem.  Better that than unending
cvs-watcher advisories, and total loss of your work next time anyone
edited the file, right?  

(I haven't taken time to look at evim, but I'll see about that when I
have time.)

Heather, I didn't need to telephone you (or IRC-chat) in this instance,
because cvs-watcher had already told me -- and told everyone else on
web-team, over and over, what the problem was.  One of us basically just
needed to fix the problem.  (You could have -- and I'm rather surprised
you apparently didn't try.)
