Hi, Roger.  The decision to direct (most) people's attention to
http://www.svlug.org/policies/list-policy.php before they get to
http://lists.svlug.org/lists/listinfo (Mailman's main "listinfo" page) 
happened a long time ago, and I'm 95% certain I can accurately explain
it, but please remember the 5% uncertainty in case I misremember. ;->

The idea was to coax people into reading a brief set of policies before
finding their way to the archives and signup forms.  (Please note that
there _is_ a very explicit link to the main listinfo page at the bottom,
so we're not "hiding" the latter.)  The brief set of policies became
long and verbose over the years.  Also, it turned out to be
overwhelmingly netiquette suggestions and not policies.  So, I tightened up
the prose a great deal, without losing any substantive content -- partly
so the listinfo link at the bottom would _not_ be "hidden".  (People get
lost in forests of text.)

It's not possible within reason to merge what that page contains into 
http://lists.svlug.org/lists/listinfo, which is why the other page
persists.
