[web-team] No more shtml (hopefully)

As at least an interrum step, I have converted all the active
(as far as I can tell) shtml pages to php pages (the old ones
are still there if we need them).  And I have made the php pages
the default.

This solves a few minor "problems" that the site had and also
ensurs that the header is the same on all pages (the home page
had a different header before this).

A nice (I think) side effect is that we have a "We'd like to
thank our sponsors" picture on all pages, not just the home
page.  It's a nice thing to do and the space would otherwise be
empty anyhow, so...

All the new pages are, I believe, also checked in and, AFAIK,
there are no broken links.  Per Rick's suggestion, I have put a
redirection page from meetings.shtml to meetings.php since he
thinks that many people may have bookmarked that page directly.

If anyone sees any problems or has any concerns, my ears are
open. :-)
