Not _fully_ accurate.

Only subscribers _receive_ copies of postings (because that's what
subscribing to a mailing list accomplishes), but anyone whatsoever may _see_
any Jobs mailing list posting:  The mailing list's Web archive is completely
public.

All of this is disclosed on the Jobs listinfo page people see when they come
across the mailing list, the page they use for subscribing or for archive
access.
