I just figured out how to cut the number of cgi-php processes from eight to
two.  (Site responsiveness seems fine.)  I've also at least temporarily
stopped xinetd (and thus also svnserve), pending a check as to whether
we actually need it at all.

I'd say we're now running pretty leanly.
