[volunteers] More recruiter stuff

Just had to reject a posting to Jobs again. The recruiter in question
keeps trying postings that violate our (few, simple) rules, and it never
works. My reject notice:

You need to eliminate the Austin jobs from your posting, as per the
rules on http://lists.svlug.org/lists/listinfo/jobs. And honestly,
saying "Bay Area" for the others isn't quite enough, either. In order
for the moderators to determine that each job really is within 75 miles
of San Jose, you need to say what city each job is in. Again, please
say for _each_ job where it is. Please don't just say they're all in
the "Bay Area".

We respect the need for non-internal recruiters to conceal who their
customers are, and so we're sympathetic to that problem. However, we
have to insist that everyone follow the same rules.

(Please don't ask us to make exceptions for you, or plead special
circumstances, because the rules are the rules, and are enforced
impartially.)
