Short version:  Yes.

Longer version:  NYLUG's nameserver keeps sending DNS messages to mine
saying "I have new versions of the SVLUG zonefiles you can fetch from
me".  Only, such messages should be sent only from the master
nameserver, which is where mine gets the zones from.  (NYLUG's nameserver 
gets them there, too.)

So, NYLUG's nameserver is doing something inappropriate but not harmful.
