[volunteers] Bylaws

Hello All!

I've been thinking about all of this and wonder why we couldn't have a
vote of no confidence, the way many countries change governments.

Also, for whatever it's worth, I understood that SVLUG operated as a
SIG of SBAY, and that covered the lack of our own bylaws. Of course,
this changed a year or so ago, so we don't have bylaws to work from.
