(Yes, a large fraction of the traffic on Linux mailing
lists is about what it is and isn't acceptable to
send to Linux mailing lists. SVLUG isn't the only
list like that.)

If I'm not actually getting paid by the person sending
the file, then "Our security system wouldn't let me
open your attachment" generally works.
