I'm not aware of what the pluggable options are.  Here are my thoughts:

- zero maintenance is a powerful incentive - if we can get to that
- emailing new account registrations to ensure they have at least a
real email address is good
- anything more than that probably involves a volunteer so it could
become a bottleneck.
