I'll give long odds that we have Heather to thank for this -- and I'll
be delighted to chip in to support this good deed.

That makes sense:  The registrars ultimately don't care, as long as they
don't get trapped in the middle of a dispute between two parties both
claiming to be legitimate.  If a change to the Registrant title gets
vetted by the current Registrant's online authorisation, then they can
say "See?  The owner agreed to this.  Don't blame us."
