[Volunteers] list violation: "ShmooCon 2006" announcement

The guy emailed me directly saying he thought this sort of thing was OK. He 
also posted the same thing on other bay area LUG lists, including PenLUG, 
which does not have a policy about announcements so I didn't reprimand him 
there. I guess if we had finished the project of fixing the list policy 
pages, he might have not posted it. I don't think any further action is 
called for at this time.
