Thanks Ivan!

The links you mentioned gave me a framework for thinking, and led me to
some specific possibilities, including javascripting stuff inside an
<svg> element. Your information gave me a direction to go, after which
the rest was pretty much pre-ordained, and I now have a "hello world"
front-end-only clickable map at
