I've never heard of fortune-cookies, but I've certainly used
fortune, the classic Unix app (package fortune-mod in Debian).

I wasn't totally clear what you were asking for, but if it's Linux
tips packaged as a fortune database, Debian has a package called
fortunes-debian-hints which gives fortune a database of, you guessed
it, Debian hints. Many of them are general Linux hints, not specific
to Debian. I'm sure you could extract the database if you wanted to
use it on a non-Debian system. There's also fortunes-bofh-excuses.

might be similar, but less Debian specific; I found it by googling

There used to be a variety of fortune data package options: long
fortunes, funny fortunes, offensive fortunes, etc. But I don't see any
of those packages on Debian any more ... maybe they got dropped from
lack of interest. I'm sure the databases are still floating around
on the net somewhere.
