Did you change DNS to point to another IP or just the apache config file
on the web server?

If DNS, then this could be just because of DNS caching issues.  Some
people are still going to the old IP address.  This will sort itself out
over time.

If you only changed the apache config file, then the only thing I can
think of is an aggressive web page caching.  Either on the client or a
proxy (transparent or otherwise).
