FWIW, answering the rest of your concerns:

The GNU Mailman configuration for svlug at lists.svlug.org has:

  Should a digest be dispatched daily when the size threshold isn't
  reached?
This is set to 'Yes'.

Additionally, the list has:

  How big in Kb should a digest be before it gets sent out?
This is currently set to 30.

Of course, neither of those settings can inherently be guaranteed to
ensure that digest readers will receive timely notice of an event that
will happen within a one-day horizon, as there may be ones that
miss the cutoff.

FYI, that daily run occurs at:

root at svlug:~# grep senddigests /etc/cron/crontabs/mailman 
0 12 * * * /usr/bin/python -S /var/local/mailman/cron/senddigests
root at svlug:~#

12:12 AM, every night.
