I think the issue is with the name.  It's one of those oddly generic
names.  Being an org called "Ubuntu California" vs. just a bunch of
Ubuntu users in California... :)

Yes, they are volunteers for the "Ubuntu California" org and
Noisebridge.  So being that, they can do what ever they want.

They can install Windows! :P

They chose their favorite distro. Which is the one represented there by
the org that they are volunteering for.
