Isn't that why quotas are for?
You should have soft quota setting (email is sent) and hard quotas once 
(stop writing)

To do it your way, you need to create a cron job.
To optimize it, you can look at the modification date of files to 
identify which ones have changed size.
(find mtime ?)
Then compute the delta from previous calculation.
