[svlug] open source change control system?

Anything you can recommend? Open source, good core features (*), 
reasonable soft/hard requirements, user friendly, doesn't make people 
scream in horror at the first glimpse of the interface...

(*) - Nothing fancy, just the usual:
- file a change for a future date/time
- select notifications on a per-case basis
- handle overdue items automatically (maybe escalate)
