It's in the repository, but maybe you haven't activated either the
restricted or medibuntu repositories of ubuntu. I have it installed,
it's part of the libquicktime1 package according to wajig. I'm also
running Hardy Heron (64 bit).

On the other hand, it's part of the universe repository, according to
apt-cache policy libquicktime1.
